How Kirst Konverter Is Handling California AB 1263 Compliance
Is Kirst Konverter still shipping to California?
Short answer, yes. However, we strongly advise reading the information below
before placing an order.
California Assembly Bill 1263 (AB 1263) went into effect on January 1, 2026. This
law introduced new compliance requirements for shipping converters & parts
into California. Although Kirst Konverter is based outside of California, we have
chosen to continue serving California customers by complying with these
requirements.
What AB 1263 Requires
Under AB 1263, businesses that sell or ship firearm parts and accessories to
California residents must:
- Present the state mandated California Firearm Manufacturing Notice during checkout
- Collect and record the customer’s acknowledgment that they received and understand the notice
- Verify that the purchaser is at least 18 years of age
- Ensure the shipping address matches the address on the verified identification
- Require proof of identification and signature at delivery
- Mark the exterior of the package to indicate that proof of identification and signature of a person age 18 or older is required for delivery, as required by carriers to comply with California law
How Kirst Konverter Is Complying
To meet these requirements and continue serving California customers
responsibly, Kirst Konverter has implemented the following:
- Identity and Address Verification: Before order fulfillment, California orders must complete an ID verification process that confirms the purchaser’s age and verifies that the shipping address exactly matches the address shown on a government issued photo ID by filling out form California Firearm Accessory Legal Notice and Acknowledgement Form
- Compliance Acknowledgment: During checkout, California customers are required to acknowledge that they have read and understand the applicable California firearm accessory laws as part of AB 1263 compliance.
- Secure Delivery Requirements: All AB 1263 qualifying shipments to California are sent with an adult signature requirement (over 21 yrs) at delivery to ensure the package is received by an adult at the verified address.
- Privacy and Security: Kirst Konverter handles customer information with a strong focus on privacy and security. Identity verification is performed only to meet compliance requirements. Photos of uploaded IDs are deleted from our servers after verification is complete.
- Continuous Monitoring and Updates: As guidance from the California Department of Justice and shipping carriers evolves, we will continue updating our processes to remain compliant while minimizing unnecessary friction for legitimate customers.
What This Means for California Customers
If you are ordering Cap & Ball revolver parts or accessories from Kirst Konverter and shipping them to a California address, please expect the following:
- A higher shipping cost due to compliance requirements, additional handling, and carrier restrictions. We currently apply a flat California compliance shipping fee to all California bound orders.
- Completion of the California Firearm Accessory Legal Notice and Acknowledgment Form during checkout. This form is required for every order shipped to California.
- Upload of a valid government issued photo ID for manual verification confirming:
- The name on the ID matches the name on the order
- The address on the ID matches the shipping address
- The purchaser is at least 18 years old
- Orders will be held until all required compliance steps are completed.
- Future Warranty and Replacement Shipments as part of the California compliance acknowledgment completed during checkout, customers shipping to a California address agree to the following:
- Any future warranty claims, replacements, exchanges, or other shipments to a California address are subject to the same California compliance requirements in effect at that time.
- This includes California compliance shipping, identity and age verification, delivery signature requirements, and any associated compliance or carrier fees. All compliance related and shipping costs for these shipments are the responsibility of the customer.
- Kirst Konverter is not able to waive or absorb California compliance or shipping costs for warranty replacements or other follow up shipments, as these requirements are mandated by law and carrier policies.
- Delivery will require proof of identification and a signature at the verified shipping address.
Delivery Age Requirement Clarification
AB 1263 requires that the purchaser be at least 18 years old and that proof of
identification and a signature be provided at delivery. In practice, shipping
carriers currently enforce this requirement using their Adult Signature service.
This service requires the person accepting the package to be 21 years of age or
older.
As a result, an 18-year-old customer may legally place an order and complete
the required verification, but a person 21 or older must be present at delivery to
show identification and sign for the package. This is a carrier requirement and
not an additional restriction imposed by Kirst Konverter.
Why We Are Taking a Conservative Approach
We recognize that AB 1263 is restrictive and has created confusion for both
customers and sellers and frankly the definitions and requirements in the
statute seem to be intentionally broad.
Rather than attempting to interpret the law narrowly, we are applying it as
written to protect our customers and our business and to ensure compliance
with California law. Based on the statute’s broad definition of firearm
accessories and firearm related products, most items sold on our website could
be subject to these requirements when shipped to California.
As guidance evolves or enforcement practices become clearer, we will continue
to review and update our approach where appropriate.
